It was because our Founding Fathers wishes to affirm them as being innate to all men, granted by God. They were and are not given by any man or government. They were entered into that document written in such a way as to transcend any temporal state. This is evidenced by the fact they did not write “you can use your quill and ink or printing presses to spread information anyway you want“ and “nobody can take away your muskets“.
