Places like CA it's got to be all the way forward. In Illinois the tandem can't be more than 43' from Kingpin to center of rear axle I want to say off the top of my head. And other states you can have the tandems slid all the way back 53' from the kingpin. I prefer to have the tandems as back as far as I can get them and scale legal, I like having the weight on the drive axels. Better footing and better ride I think, just my personal preference.
