","text":"It depends on multiple factors.\nLocality - don't do it in Spotsylvania area of Virginia (north of Richmond on I95) and some other parts of Virginia as they enforce it. Michigan also enforces heavily. Pennsylvania sometimes as well.\n\nYour top speed vs slowpoke and surrounding traffic. Can you pass in a half mile or so? Do it on the left if the right is iffy, but do it safely either way.\n\nAnother time to consider not passing on the left is if you've seen a lot of bears out..
