{"replyTo":"","text":"The Speed limit is 70 so he noone should be going over 35 at 35 mph you can stop easily for a brake check at 35 hitting black ice really isn't an issue you can maintain control at 35 he could avoid a stalled car easily a medical condition is iffy but should be able to get off road and avoid pile up and blown steer at 35 is easily controlled and same with mechanical issues.
