If the state tightly regulates passenger routes, you might have to file for permission to carry in-state passengers on that route. Rules are murky because each state has it's own rules. Overall, you will likely have to match both sets of regulation. HOS may be more restrictive. Route restriction in-state are possible. Except where the Feds explicitly override, the more restrictive rules apply. You really need a common carrier expert. A Ouija board and rule book will get only so far. The hardest part of your question is that it span's regs from the ICC in the 1930's to more recent rules."}
