passing an open scale add a non prepass site

{"text":"so in the last couple months I've been into a couple different scales that were open that do not have prepass cuz I'm up rolling through the scale that's open I see one to two trucks just blow right on by. no chase vehicles come out of the scale and miles down the road they're still trucking along nobody chased him down or pulled them over.
