California Compliance question.

I have a 2012 dodge 3500 that I just bought few months ago, according to a mechanic said that the EGR is been deleted. what that being said, can I operate in California or no? I contacted the California carb Compliance and they don't even know what the EGR is. so if anybody have any info would really appreciate it.
